Environmentalists ask court to rehear waste rule challenge

Environmentalists are asking a federal appeals court panel to reconsider its unanimous ruling rejecting their challenge to an EPA regulation that exempts third-party recyclers of hazardous secondary materials from strict waste rule requirements.
