EPA issues final rule to 'close-out' CSAPR

EPA has issued its final rule to “close-out” the Obama-era Cross-State Air Pollution Rule (CSAPR) interstate air trading program, after finding that its 2016 update to CSAPR satisfies a Clean Air Act “good neighbor” mandate for upwind states to reduce emissions hindering downwind states' ability to attain federal air standards.
