EPA poised to propose tougher ‘secondary’ NAAQS

The White House Office of Management and Budget (OMB) has completed review of EPA’s draft plan that could propose a tightening of “secondary” welfare-based air limits for nitrogen oxides (NOx), sulfur oxides (SOx) and fine particulate matter (PM2.5), clearing the way for EPA to release the plan by its April target date.
