EPA publishes boiler air rule, starting litigation clock

EPA has published its stricter air toxics rule for large industrial, commercial and institutional boilers in the Federal Register , starting a 60-day clock for potential litigants to sue over the revised regulation, including environmental groups disappointed by the rule that they say should have been much tougher.
