EPA has sent its supplemental proposed rule on “reallocation” of waived renewable fuel standard (RFS) biofuel blending volumes for White House Office of Management and Budget (OMB) review, as the agency works to finalize RFS volume obligations for refiners and associated waiver-related decisions by the end of the year.
