OMB Clears PM 'Surrogate' Proposal

The White House has completed its review of EPA's proposal to end a contentious Bush-era policy allowing companies to continue to use large particles (PM10) as a “surrogate” for counting emissions associated with fine particulate (PM2.5) pollution in new source review (NSR) permits. According to the White House Office of Management & Budget's (OMB) Web site, OMB Nov. 24 finished its review of the proposal, the last major step before its publication in the Federal Register in the coming weeks...
