States detail timeline for crafting RGGI-like transportation policy

The Transportation & Climate Initiative (TCI) -- a group of Northeast and Mid-Atlantic states that want to design a regional cap-and-trade program for vehicles modeled after the region’s power sector carbon market -- is detailing a timeline to craft the policy by the end of this year.
