The Truck Trailer Manufacturers Association (TTMA) has submitted its final reply brief in its long-running challenge of EPA and National Highway Transportation Safety Administration (NHTSA) greenhouse gas rules for long-haul tractor trailers set to take effect in January, which TTMA says the agencies lacked authority to issue.
