Opponents of EPA’s Affordable Clean Energy (ACE) coal plant greenhouse gas rule are outlining arguments for why they say the rule is unlawful, with environmentalists calling it a “blatant abdication” of EPA’s duty to protect against “air pollution that the agency itself has repeatedly found poses grave and imminent dangers to health and welfare.” In addition to the environmentalist coalition, several other groups are charging that ACE is unlawfully weak, including a 23-state coalition, utilities that favor stronger GHG limits...
