California GHG Offsets Panel Floats Plans For Expanding Trading, Credits

A California expert panel is detailing draft recommendations to expand greenhouse gas offset trading under the state’s cap-and-trade program and potentially other programs, including easing “invalidation” requirements, allowing usage limits to be traded to other entities, and allowing credits to meet legal mitigation obligations and help the state achieve its 2045 “climate neutrality” goal.
