California air officials are slated this week to seek a Clean Air Act (CAA) preemption waiver for a novel regulation to reduce pollution from existing locomotives, after receiving final state administrative approval of the measure just days before EPA finalized a rule that eases the path for California and other states to obtain such waivers.
