D.C. Circuit Seeks To Speed Litigation Over EPA’s Good Neighbor Rule

The U.S. Court of Appeals for the District of Columbia Circuit is requiring state and industry groups challenging EPA’s Good Neighbor interstate ozone rule to quickly provide proposed briefing formats and address other procedural matters while again rejecting an industry request to stay the rule.
