Engine manufacturer Cummins has reached agreement “in principle” with the Department of Justice (DOJ) and California officials to pay a nearly $1.7 billion Clean Air Act civil penalty -- the largest ever -- for installing emissions control defeat devices on almost one million engines fitted in Dodge RAM pickup trucks.
