Phil Brooks, director of air enforcement at EPA, is signaling a coming wave of enforcement actions and possible settlements over Clean Air Act violations from mobile sources such as older trucks, with a focus on manufacturers of “defeat devices” that allow truck operators to bypass emissions controls.
