EPA is finalizing tougher emissions standards for new volatile organic liquid (VOL) storage tanks, including thousands of gasoline tanks, a measure that is largely in line with its 2023 plan while making only minor adjustments in response to industry criticism that the regulation is impractical or unlawful.
