EPA Stays Entire Good Neighbor Plan Following Supreme Court Loss

EPA has released its rule staying the Good Neighbor Plan (GNP) nationwide, forcing power plants in many states to fall back on a prior trading program and freezing obligations for other industries, following the Supreme Court’s June ruling staying the interstate air emissions trading program across much of the country.
