Former Federal Energy Regulatory Commission (FERC) Chairman Joseph Kelliher is calling on the commission to formalize a working relationship with EPA to ensure that electric system reliability issues will be adequately addressed in the event the agency moves ahead with its pending Clean Air Act rules to cut greenhouse gas emissions.
