The National Governors’ Association (NGA) has released a bipartisan plan to expedite permitting for energy projects under the National Environmental Policy Act (NEPA), the Clean Water Act (CWA) and other laws, hiking pressure on Congress to act at a time that the government shutdown and partisan rancor have stalled debate on the issue.
