Civil rights groups are urging a federal district court in Pennsylvania to adopt a 2017 precedent requiring federal agencies to consider mitigating the environmental justice (EJ) implications of major federal projects under the National Environmental Policy Act (NEPA) in an effort that would expand the precedent to another court.
