A new report from House Republicans could lay the groundwork for a possible suit targeting the administration's vehicle greenhouse gas (GHG) rules, charging that officials violated congressional intent when they elevated EPA's and California's role in the rulemaking process, as well as the Administrative Procedure Act (APA) and other laws.
