Iowa and Nebraska are suing EPA to force final agency approval for regulatory changes that would allow year-round sales of 15 percent ethanol fuel (E15), after the agency proposed to approve petitions from several Midwestern governors for such sales in their states, but has so far failed to finalize the move.
