A Kentucky power co-op is asking the Supreme Court to stay implementation of EPA’s final rule governing legacy coal combustion residual (CCR) surface impoundments and CCR management units (CCRMU), an effort aimed at reversing an appellate court decision rejecting the company’s initial request.
