State and local air regulators may develop a model rule requiring trucks to reprogram engines to reduce nitrogen oxide (NOx) emissions after enforcement officials at EPA and the Department of Justice (DOJ) said they have no plans to increase the number of trucks that would be retrofitted under an industry-wide legal settlement with the federal government.
