Environmentalists are riled over a new proposal by air board staff to consider alternative compliance plans to satisfy an otherwise bold regulation seeking emission reductions from diesel cargo handling vehicles at ports and railyard facilities. Activists fear these alternative plans may allow various industries to thwart the rule's intention because of inadequate board verification and enforcement.
