EPA's effort to convene a task force addressing possible limitations on clean fuels as a way to lower gas prices faces significant skepticism from state, industry and environmental groups asked to offer testimony on the issue, after President Bush called on EPA Administrator Stephen Johnson to create the panel comprised of the nation's governors.
