EPA TO CREATE NEW FUND TO COVER RECALCITRANT PRP CLEANUP COSTS

EPA is planning to create a special set-aside fund for the coming fiscal year to cover Superfund cleanup costs the agency may face in the event that potentially responsible parties refuse to comply with enforcement orders, agency officials say. Creation of the new fund was announced in a July 28 memo, signed by Superfund Director Steve Luftig and Superfund enforcement chief Barry Breen, that documents the process the agency will use to establish priorities for allocating program funds in FY99...
