High mineral prices -- especially for copper -- are boosting EPA and state prospects for collecting the majority of cleanup liabilities from bankrupt mining giant ASARCO, EPA and state sources say, pointing to several recent agreements where ASARCO is pledging to pay significant cleanup costs.
