NORTHEAST SEEKS PACT WITH MIDWEST, SOUTH TO CUT EMISSIONS BEYOND CAIR

Northeast and mid-Atlantic states want to work with states in other regions to reduce power plant emissions far beyond what is required under EPA's new clean air interstate rule (CAIR), possibly in a regional cap-and-trade program covering the entire eastern United States, officials say.
