Environmentalists are challenging a slew of renewed Clean Water Act (CWA) discharge permits for power plants as a stop-gap measure in advance of EPA revising its effluent limitation guidelines (ELG) for the sector, hoping the challenges will lead to revised, stricter permit limits that pressure the agency to issue a stringent ELG.
