Environmental Justice Groups Eye Plan To Limit Climate Bills' Harms

Environmental justice (EJ) and civil rights groups will try to draft a so-called equity agenda to address the disproportionate burdens they say minority and low-income populations will face if already-proposed bills to address climate change are adopted, including exposure to more pollution under a cap-and-trade approach and from increased production of domestic biofuels.
