New Jersey officials are proposing a first-of-its-kind rule to implement the Garden State’s landmark environmental justice (EJ) law that includes a detailed tool that helps regulators decide whether to deny permits in cases where an “overburdened community” (OBC) faces adverse cumulative impacts from multiple stressors.
