Environmentalists are petitioning EPA to identify petroleum coke (petcoke) calcining facilities at more than a dozen refineries as a source category for which Clean Water Act (CWA) effluent limitations and new source performance standards (NSPS) are required, and to promulgate such rules within three years of any finding.
