Critics of EPA's final coal ash disposal rule are looking to legal challenges and Congress to try and win changes to the policy, with industry and Republicans eyeing a bill that would give states more flexibility in enforcing the rule and environmentalists potentially suing EPA for regulating ash as a solid waste rather than a hazardous waste.
