STATE OFFICIALS RIP BROWNER FOR UNDERMINING 'PARTNERSHIP'

EPA Administrator Carol Browner is being taken to task by state officials who are irked by a recent interview in which Browner suggests that some states may be abrogating their responsibility to enforce delegated environmental laws.
