WHITEFIELD, NH -- States are urging EPA to address key state concerns with a national voluntary mercury switch removal program and saying they might reconsider their support of the program, with one state source saying that if states withdraw then EPA may have to issue a costly rule for recyclers to cut their mercury emissions.
