Herb Kohl (D-WI) plans to question the Defense Department (DOD) on the Army's recent move to restrict the type of cleanup advice that can be offered by an independent expert hired, via DOD funding, by a citizen advisory panel at a contaminated Army site, according to a source with the senator's office.
