Proposed changes to EPA's definition of solid waste (DSW) reportedly being sought by the White House Office of Management & Budget (OMB) are prompting fears by some state and EPA waste officials that the proposal would limit states' authority to set waste treatment standards more stringent than EPA's, according to numerous sources. Sources say OMB is arguing that states should be blocked from setting requirements more restrictive than EPA's proposed rule because these standards could discourage the rule's broad recycling...
