Electric utility Xcel Energy is pursuing an appeals court lawsuit aiming to win intervention in related litigation trying to force strict regional haze controls at a Minnesota coal utility the company owns, which could if successful give Xcel a chance to challenge Interior Department (DOI) findings on when facilities contribute to haze pollution.
