States urge Hill Democrats to back Biden’s clean ports plan

Transportation and environmental officials from 10 states are urging Democratic leaders in Congress to support President Joe Biden’s proposal to invest $17 billion to reduce carbon and other emissions related to coastal ports, inland waterways, land ports of entry, and ferries.
