Environmentalists are urging a federal appeals court to reject new claims by the Federal Energy Regulatory Commission (FERC) that it need not determine if a project’s greenhouse gas emissions are “significant” as part of an environmental review, arguing such findings are “deeply ingrained” in the agency’s review practice.
