As GSA Writes Low-Carbon Rules, Guide Floats Adaptation Metrics

The General Services Administration (GSA) is issuing guidelines for how all federal agencies should manage the financial and other risks from climate change, as the agency is poised to issue proposed regulations requiring federal contractors to factor in carbon emissions when selecting government contractors.
