Mike Doyle (D-PA) is developing legislation for a $10 billion grant program to build or retool factories that process materials or manufacture battery components, a measure that aligns with a new White House strategy to bolster domestic supply chains for products used in low-carbon electric vehicles (EVs) and energy storage.
