Several Democrats led by Sen. Sheldon Whitehouse (D-RI) have floated legislation that would impose a carbon border adjustment on imported energy-intensive goods, coupled with a levy on domestic goods produced with higher-than-average emissions, with Whitehouse citing long-pending reconciliation legislation as a possible vehicle for consideration.
