Industry groups are scrambling to find a legislative vehicle to which they can attach legislation reauthorizing the Department of Homeland Security’s (DHS) expired chemical safety program because a stand-alone bill extending the Chemical Facility Anti-Terrorism Standards (CFATS) program remains blocked in the Senate.
