Amid Legal Battle, Toyota Recognizes California’s Auto Waiver Authority

As California is poised to adopt tough new zero-emission vehicle (ZEV) rules, Toyota is changing course by joining other automakers that have recognized the state’s ability to set stronger vehicle emissions standards than the federal government, even as GOP-led states and other industry groups are suing over the issue.
